Races set for fall election as filing deadline passes

CHILLICOTHE -- The races are set for the November election after Wednesday's final filing deadline and feature several new faces.
Three people new to Chillicothe government will be running for at-large council seats on the Republican ticket: David Clay, Rodger Carter and Alex Scharfetter.

Scharfetter ran against 5th Ward Council member Jeremy Siberell in the Republican primary in the spring and was defeated. He was appointed by the Ross County Republican Party to fill a spot vacated by Lois Tropea, who had been on the primary ballot but since has moved out of state.

"Alex is young and he got his feet wet this spring, and we're delighting he's going to run," Ross County Republican Party Chair Diane Carnes said.

The three Republicans will be up against Democratic incumbents Dustin Proehl and Napoleon Cross, along with former 5th Ward council member Bill Bonner, for the at-large seats. Current at-large council member Joe Sharp, a Democrat, lost his party's mayoral primary in the spring and will not be seeking re-election to council.

Other contested council races include three seats occupied by Republicans. In the 2nd Ward, incumbent Nancy Ames, a Republican, faces a challenge from Randy Kelley, who is running as an nonpartisan candidate.

In the 6th Ward, Republican Pat Patrick faces a challenge from Roger Young, who also is running as a nonpartisan candidate.

In the 5th Ward, incumbent Jeremy Siberell, a Republican, faces a challenge from Democrat Mike Proehl, council member Dustin Proehl's father. Mike was selected by the Ross County Democratic Party to replace Joseph Spaulding, who had dropped out of the race.

With regard to council president, voters will have three choices in the fall, although only two will be on the ballot.

Alan Davis, a Republican, is pursuing the post at the head of council, while the Rev. Troy Gray will be running for the office as a nonpartisan candidate.

Current Council President Bruce Arnold has filed paperwork to run as a write-in candidate, since he did not file his petition before the deadline.
Democratic Party Chairwoman Dottie Fay said the party has endorsed all Democratic candidates and independent Troy Gray. Fay said the other two nonpartisan candidates had not approached the party seeking an endorsement. Arnold previously had received the support of the party when he ran for election in 2009.

In other Chillicothe offices, mayoral candidates Hollie Hinton, a Democrat, and Jack Everson, a Republican, will appear on the ballot after winning their respective primaries.

Sherri Rutherford is running unopposed as a Republican candidate for city law director.

Kathryn Janes, a Democrat, City Law Director Toni Eddy, a Republican, and Anna Villarreal Jenkins, a nonpartisan candidate, all are seeking the seat of Chillicothe Municipal Court judge being vacated by current Judge Thomas Bunch.

Three county school boards will have contested races on the November ballot.

On the Huntington board of education, incumbents Ronda Pauley, Jamie Hartley and Gregory Deal will see a challenge from Larry Fisher Jr. for one of their seats.

On the Paint Valley board of education, incumbent and current board President Bobby Anderson seeks re-election, along with challenges from David Long and John Davis.

Only two seats are available on that board. Tony Strausbaugh, who has one of the seats up for election, had not filed to run by the deadline Wednesday.

On the Zane Trace board of education, longtime incumbent Toni Brooks is not seeking re-election, while incumbent Hershel Detty is. There are four other challengers for the two spots on the board, including Trent Patterson, Cathy Chester, Mike Patrick and Donald Graves.
School board members up for re-election on the Adena, Chillicothe, Southeastern and Unioto boards will be running unopposed.

All candidates for office in November must still be certified by the Ross County Board of Elections.
